This one caught me off guard, honestly.

The IOC just cleared Belarusian athletes to compete fully at the 2028 Los Angeles Games, and I expected that to be the headline.

But then I kept reading, and the real story is what they didn't change about Russia.

Octavio ES

Right, because there are actually two completely separate stories here.

Belarus was sanctioned mainly for political reasons, because of Lukashenko's support for the Russian invasion.

Russia, on the other hand, has been suspended since 2015 for something of a completely different nature: a state-organized doping program.

Fletcher EN

And the doping story is the one I want to dig into, because most people remember the headlines but not the actual science of what happened.

What Russia pulled off at Sochi was genuinely extraordinary, and not in any good sense.

Octavio ES

To understand Sochi, you first have to understand what banned substances are and why they work.

Anabolic steroids, erythropoietin, growth hormone, all of these compounds act on real physiological systems: they increase muscle protein synthesis, boost red blood cell production, accelerate recovery.

No son magia;

They're not magic;

son bioquímica.

they're biochemistry.

Fletcher EN

Right, and that's actually where the arms race begins.

You have pharmacologists on one side designing substances that work, and anti-doping laboratories on the other side designing tests to detect them.

It's been going on since the sixties.

Octavio ES

An arms race is exactly the right metaphor.

And for decades, the dopers had the advantage because they could design a new substance, use it for years before the laboratories developed a reliable test to detect it.

The most famous case was THG, tetrahydrogestrinone, a steroid designed specifically to be undetectable.

It circulated in American athletics for years before anyone found it.

Fletcher EN

The BALCO scandal.

A track coach mailed a syringe to USADA.

That's how they cracked it, somebody actually mailed in a syringe.

Octavio ES

And that's precisely the point: for the anti-doping system to work, someone has to break the silence.

La ciencia por sí sola no basta.

Science alone is not enough.

In the Russian case, the man who broke the silence was Grigory Rodchenkov, the director of the Moscow anti-doping laboratory, who was simultaneously the architect of the most sophisticated cheating system ever documented.

Fletcher EN

Rodchenkov is one of the more bizarre figures in modern sports history.

A trained biochemist, ran the national doping control lab, developed the cocktail they were using, and then eventually fled to the United States and became the key witness against the whole program.

Octavio ES

The cocktail Rodchenkov developed mixed three different anabolic steroids, oxandrolone, trenbolone, and oxymethalone, dissolved in whisky alcohol.

Lo llamaban el 'cóctel Duchesse'.

They called it the 'Duchess cocktail.' He designed it to be absorbed quickly and disappear from the body within a few days, which theoretically made it hard to detect if athletes stopped taking it long enough before a test.

Fletcher EN

Which is clever pharmacology, but also points to a fundamental vulnerability in the whole system.

If detection depends on timing, and you control the timing, you can beat the test even without a new substance.

Octavio ES

Exacto, pero Sochi fue mucho más allá.

Exactly, but Sochi went much further.

What Russia did at the 2014 Winter Games was not simply managing timing well.

They built a system to physically replace contaminated urine samples with clean ones.

And they did it through a hole in the wall of the official anti-doping laboratory of the Games themselves.

Fletcher EN

A literal hole in a wall.

I covered war zones for twenty years and I'm still amazed by what people will engineer when there's enough at stake.

They drilled a hole between the secure storage room and an adjacent building that the FSB controlled.

Octavio ES

El FSB, los servicios de inteligencia rusos.

The FSB, the Russian intelligence services.

No era un programa deportivo que se había desmadrado;

This was not a sports program that had gotten out of hand;

era una operación de Estado.

it was a State operation.

And here is the most revealing scientific detail: anti-doping urine samples are stored in BEREG-KIT bottles, specifically designed to be tamper-proof.

They have a ratchet valve system that, according to their manufacturer, makes it impossible to open them without destroying them.

Fletcher EN

And somehow they opened them anyway.

Octavio ES

Rodchenkov claimed that FSB agents developed a technique to force the caps without leaving any visible trace, probably using custom precision tools.

The exact technique has never been publicly confirmed, which is itself significant.

Either the bottle manufacturers don't want to admit their product had a vulnerability, or someone decided that detail was too useful to make public.

Fletcher EN

The McLaren Report, which was the independent investigation commissioned by WADA, concluded that over a thousand Russian athletes across thirty sports benefited from this system between 2011 and 2015.

That's not a rogue coach and a couple of athletes.

That's a ministry.

Octavio ES

And there is the crucial difference from other historical doping scandals.

The cycling case of the nineties, the Festina scandal, Lance Armstrong himself, all of that was organized doping within specific teams, sometimes with the connivance of doctors and team directors.

Deplorable, sí.

Deplorable, yes.

Pero no era el Estado.

But it was not the State.

In the Russian case, the Ministry of Sport coordinated directly with the intelligence services.

Fletcher EN

Which raises a question I've never heard answered cleanly.

Why did it matter that much?

Russia is a major power.

Their national identity doesn't rest on a bobsled medal.

What was actually at stake that justified this level of risk?

Octavio ES

I think to understand it you have to place yourself in the context of 2014.

Sochi was the most important national legitimacy project of the Putin era.

Russia spent fifty billion dollars on those Games, more than on any previous Olympics in history.

And the annexation of Crimea happened three weeks after the closing ceremony.

Sport and foreign policy were part of the same project of demonstrating that Russia was back as a global power.

Fletcher EN

Fifty billion dollars.

That's not sports infrastructure, that's a statement.

And then you realize the medals were almost decorative, part of the same message.

Octavio ES

Exactamente.

Exactly.

And here is something I think is important to point out: state doping is not a Russian invention.

East Germany had the most systematic program known before reunification.

Program 'State 14.25,' which started in the sixties and continued until the fall of the Wall, doped athletes from childhood, sometimes without their own knowledge.

The health consequences for those people were devastating and last to this day.

Fletcher EN

I interviewed a former East German swimmer years ago in Leipzig.

She had been given steroids as a teenager, told they were vitamins.

She developed serious health complications in her thirties.

She won an Olympic gold medal and spent the next twenty years paying for it physically.

Octavio ES

That is what gets forgotten in the debate about doping.

People debate competitive advantages, the integrity of sport, whether results should be annulled.

Todo eso es legítimo.

All of that is legitimate.

But there are real people with real bodies who lived the consequences.

Anabolic steroids in young women can cause permanent virilization, cardiovascular problems, liver damage.

No es una abstracción ética;

It is not an ethical abstraction;

es una historia médica.

it is a medical history.

Fletcher EN

So where does Belarus fit into all of this?

Because the IOC just gave them a clean pass to 2028, and I want to make sure I understand whether that's scientifically justified or whether it's a political calculation.

Octavio ES

It is fundamentally a political distinction, although it is partly justified with technical arguments.

Belarus was sanctioned in 2022 because the Belarusian National Olympic Committee had Lukashenko's own son as vice-president and because the regime was using sports facilities to suppress protests.

Not because there was a documented state doping program on the Russian scale.

Fletcher EN

And presumably Lukashenko's son is no longer vice-president of the committee, or at least that's the argument being made.

Octavio ES

En efecto.

Indeed.

Viktor Lukashenko fue apartado formalmente del cargo.

Viktor Lukashenko was formally removed from the position.

And the IOC argues that the conditions it imposed have been met.

I have my doubts about whether that reflects genuine reform or simply a cosmetic reorganization, but from the strict point of view of the IOC's mandate, the box is ticked.

With Russia, on the other hand, the problem is structural: the state doping program was embedded in State institutions, and those institutions remain the same.

Fletcher EN

RUSADA, the Russian anti-doping agency, has been non-compliant with WADA for years.

And the argument Russia makes, that this is politically motivated, they've been making that since 2015.

But the McLaren Report wasn't a political document.

It was forensic.

Octavio ES

Richard McLaren is a Canadian lawyer specializing in sports arbitration.

His investigation was rigorous precisely because it was based on documentary evidence, laboratory analysis, and the direct testimony of Rodchenkov, who was someone with intimate technical knowledge of the system.

The scratch marks on the BEREG-KIT bottle caps, the patterns in the salt samples, the document metadata: all of that is scientific evidence, not political.

Fletcher EN

The salt is the detail I find most damning.

When they switched the samples through that hole in the wall at Sochi, the clean urine they substituted had been collected months earlier.

And by the time of the Games, the salt concentration was measurably different from what it should have been if someone had urinated that day.

Octavio ES

Exacto.

Exactly.

Urinary osmolality, which is basically the concentration of solutes in urine, varies over time and with hydration.

Samples stored for months show different patterns from fresh samples.

Es termodinámica elemental.

It is elementary thermodynamics.

And when analysts at the Lausanne laboratory compared the reserve bank samples with those from the original analysis, they found inconsistencies with no plausible biological explanation.

Fletcher EN

Which is why the long-term storage of samples matters so much.

WADA can go back and retest samples from ten years ago with techniques that didn't exist when the samples were collected.

Russia has fought that reanalysis process at every step.

Octavio ES

Y hay algo profundamente irónico en eso.

And there is something deeply ironic about that.

One of the most important advances in modern anti-doping science is precisely the capacity of high-resolution mass spectrometry to detect traces of substances that the equipment of the time simply could not see.

Athletes who doped in the nineties believing they would be undetectable have been caught twenty years later when their archived samples were reanalyzed.

El tiempo trabaja para la ciencia.

Time works for science.

Fletcher EN

So for 2028, Russia's athletes can compete individually under a neutral flag if they pass all the anti-doping requirements.

And some of them will.

I think it's worth saying that not every Russian athlete was part of this program, and a lot of them have been caught in the middle of something they didn't design.

Octavio ES

That is completely true, and it is one of the great tragedies of this situation.

There are clean Russian athletes whose careers have been destroyed by decisions made by officials who never asked their opinion.

But we also have to be honest: the system worked for years because enough people inside Russian athletics knew about it, participated in it, or simply looked the other way.

La impunidad institucional tiene cómplices.

Institutional impunity has accomplices.

Fletcher EN

The question of where this goes for 2028 is genuinely open.

Los Angeles is the host city.

The U.S.

has a very specific geopolitical relationship with Russia right now.

And WADA's enforcement capacity depends largely on cooperation from national federations that have their own interests.

Octavio ES

There is something that gets little discussion and that seems fundamental to me for the future: the biological passport.

It is the most promising system currently in existence for detecting doping without depending on finding a specific substance.

Instead of looking for the drug, you monitor the athlete's physiological parameters over time, the hormonal profile, hematocrit, performance variability, and you look for statistically anomalous deviations.

Fletcher EN

It's elegant because it shifts the burden.

Instead of asking 'can we find the molecule?' you're asking 'does this body behave like a clean body over time?' The body itself becomes the evidence.

Octavio ES

Exactamente.

Exactly.

And it has the additional advantage of being much harder to manipulate than a single sample, because it would require the athlete to falsify not one test but an entire longitudinal history of biological parameters.

Dicho esto, tampoco es infalible.

That said, it is not foolproof either.

The biological passport has false positives, and there are athletes whose genetics produce naturally atypical values.

The statistical threshold is always a negotiation between sensitivity and specificity.

Fletcher EN

And that negotiation happens in a legal context, because a sanction can end a career.

So you need the science to be defensible in an arbitration hearing, not just correct in a laboratory.

That's a very different standard.

Octavio ES

It is the same problem that forensic science in general has, and it should make all of us reflect.

The difference between 'this is statistically improbable' and 'this is sufficient evidence for a conviction' is enormous, and we do not always manage it well as a society.

Fletcher EN

You used a phrase earlier that I want to ask about.

You said 'sensibilidad y especificidad' when you were talking about the biological passport.

I know those are technical terms, but I don't think most English speakers would know the distinction off the top of their heads.

Octavio ES

They are statistical concepts widely used in medicine and forensic science.

Sensitivity is the ability of a test to detect true positives, meaning to correctly identify athletes who are actually doping.

Specificity is the ability to avoid false positives, not to accuse a clean person.

You can maximize one, but usually at the cost of the other.

Fletcher EN

So a very sensitive test catches more cheaters but also flags more innocent athletes.

A very specific test rarely accuses the innocent but lets some cheaters through.

Every diagnostic test in medicine faces the same trade-off.

COVID tests, cancer screenings, all of it.

Octavio ES

And the interesting thing is that in Spanish we use exactly the same terms as in English, 'sensibilidad' and 'especificidad', because they come from English 'sensitivity' and 'specificity' through international scientific language.

But there is a trap for those learning Spanish: 'sensible' in Spanish does not mean 'sensible' in English.

En español, 'sensible' significa 'sensitive', emocionalmente receptivo o físicamente perceptible.

In Spanish, 'sensible' means 'sensitive', emotionally receptive or physically perceptible.

If you want to say 'sensible' in the English sense, reasonable or prudent, you have to say 'sensato'.

Fletcher EN

That is a trap I have fallen into more than once.

I once described a Spanish politician as 'muy sensible' meaning to compliment his reasonableness, and someone gave me a very strange look.

I thought I was saying he was sensible.

I was apparently saying he was emotionally fragile.

Octavio ES

Un falso amigo clásico.

A classic false friend.

And very fitting for this episode, because ultimately anti-doping science is also about not confusing appearances with reality.

A sample can seem clean and not be.

An athlete can appear 'sensible' in English and turn out to simply be 'sensible' in Spanish.

Fletcher EN

Sensato.

I'll write that on my hand.

Thanks for that, and thanks for the whole conversation.

This one genuinely deepened how I think about the IOC decision, which on the surface looks like a bureaucratic footnote and turns out to be the tip of a very long iceberg.

Octavio ES

And in 2028, when you see a Russian athlete competing under a neutral flag in Los Angeles, you will already know that behind that neutral flag there is a story that started with a hole in a wall in Sochi and a biochemist who decided the time had come to tell the truth.
