About this episode

A cargo ship flying an Indian flag goes down in the Red Sea, struck near Hodeidah by Houthi forces. Fletcher and Octavio dig past the headline: how does a non-state armed group acquire ship-killing missile technology, and what does that mean for the future of global maritime trade?

Fletcher EN

Here's a question I couldn't shake this morning: at what point does a cargo ship sinking in the Red Sea stop being a war story and start being a technology story?

Octavio ES

Pues...

Well...

I think it's both things at the same time.

El barco se llama MSV Faize Noore Oliya.

The ship is called the MSV Faize Noore Oliya.

Tenía bandera india.

It flew an Indian flag.

And the Houthis sank it near Hodeidah.

Fletcher EN

Fourteen crew members, all rescued.

Which is the one piece of good news here.

But the ship is gone, and that's not a small thing.

Octavio ES

No, no es pequeño.

No, it's not small.

Un barco de carga es muy grande.

A cargo ship is very large.

Y hundirlo no es fácil.

And sinking one is not easy.

Necesitas tecnología muy específica para hacer eso.

You need very specific technology to do that.

Fletcher EN

Which is exactly what I want to get into, because the Houthis are not a navy.

They don't have aircraft carriers, they don't have a defense budget that shows up in Jane's.

And yet they've been doing this for over two years now.

Octavio ES

Claro, y eso es lo más interesante.

Exactly, and that's the most interesting part.

Los hutíes son un grupo armado.

The Houthis are an armed group.

No tienen un ejército tradicional.

They don't have a traditional army.

Pero tienen misiles y drones muy modernos.

But they have very modern missiles and drones.

Fletcher EN

Walk me through what we actually know about the weapons.

Because the reports I've read describe anti-ship missiles, but also drone boats, actual remote-controlled watercraft packed with explosives.

Octavio ES

Sí, tienen dos tipos de armas principales.

Yes, they have two main types of weapons.

Los misiles antibarco, que vienen de Irán.

The anti-ship missiles, which come from Iran.

And the aquatic drones, which are like small unmanned boats, with explosives.

These boats move on their own toward the target ship.

Fletcher EN

The autonomous navigation piece is what gets me.

A remote-controlled bomb on a boat, targeting a moving vessel in open water, in the dark, potentially.

That's not a simple engineering problem.

Octavio ES

Exacto.

Exactly.

And here's the important point: these drones use GPS, cameras, and guidance systems that previously only large armies had.

Now this technology is cheaper and easier to obtain.

Fletcher EN

I covered the early drone wars in Afghanistan.

Back then, a drone capable of hitting a moving target was something only the U.S.

Air Force could field.

The gap between then and now is remarkable.

Octavio ES

Y eso es el problema.

And that's the problem.

Drone technology developed very quickly in the last ten years.

Primero era solo para los militares.

First it was only for the military.

Después, para fotografía y entregas de paquetes.

Then, for photography and package deliveries.

Now, groups like the Houthis use it to attack ships.

Fletcher EN

The dual-use problem, which anyone who's followed export controls knows is almost impossible to solve.

The same navigation chip that guides a delivery drone can guide a weapon.

Octavio ES

Yes, but with the Houthis there's something more specific.

Irán les da tecnología directamente.

Iran gives them technology directly.

It's not just that they bought parts on the open market.

Irán transfirió diseños de misiles y sistemas de guía.

Iran transferred missile designs and guidance systems.

Fletcher EN

And Iran didn't develop all of that in a vacuum either.

A lot of what Iran has was reverse-engineered from captured American equipment, or built with Russian and Chinese components.

It's this whole chain of proliferation.

Octavio ES

And the important thing is that when a non-state group has this technology, it completely changes the balance of power at sea.

A cargo ship cannot easily defend itself against a modern missile.

Fletcher EN

Which historically is a huge shift.

For most of modern history, controlling the seas meant having a navy, which meant having a state, which meant having a tax base and an admiralty and all the infrastructure that goes with it.

Octavio ES

Claro, pero ahora no.

Right, but not anymore.

Now a group with limited resources can block one of the most important maritime routes in the world.

El mar Rojo conecta Europa con Asia.

The Red Sea connects Europe with Asia.

Es fundamental para el comercio global.

It's fundamental to global trade.

Fletcher EN

About twelve percent of global trade passes through the Suez Canal corridor, which means through that stretch of water.

When the Houthis started this campaign in late 2023, shipping companies immediately started rerouting around the Cape of Good Hope.

Octavio ES

Y eso cuesta mucho dinero y tiempo.

And that costs a lot of money and time.

The journey around Africa is two weeks longer.

The price of maritime transport went up enormously in 2024.

That affected prices in supermarkets in Europe.

Fletcher EN

I want to stay on that for a second, because I think people don't always connect those dots.

The price of a couch, or a television, or a container of electronics going from Shanghai to Rotterdam, goes up because a group in Yemen has drones.

Octavio ES

Exacto.

Exactly.

And that's something new in history.

Before, to interrupt global maritime trade, you needed a great naval power.

Ahora no.

Now you don't.

Fletcher EN

There's a parallel here with piracy off the Somali coast in the late 2000s.

Small groups with limited equipment managed to hold the shipping industry hostage for years.

But that was low-tech, guys with RPGs on skiffs.

This is orders of magnitude more sophisticated.

Octavio ES

Sí, hay una diferencia enorme.

Yes, there's an enormous difference.

Los piratas somalíes querían dinero.

The Somali pirates wanted money.

Capturaban los barcos para pedir rescate.

They captured ships to demand ransom.

Los hutíes quieren poder político.

The Houthis want political power.

Y su tecnología es mucho más avanzada.

And their technology is much more advanced.

Fletcher EN

So what's the response look like on the technology side?

Because the U.S.

and the UK launched Operation Prosperity Guardian, which was essentially trying to shoot these drones and missiles down before they hit ships.

Octavio ES

And that has a very serious economic problem.

A defense missile like the U.S.

Navy's SM-2 costs more than two million dollars.

Fletcher EN

That ratio is brutal.

You're spending a hundred dollars to destroy every dollar of theirs.

And they can sustain that exchange indefinitely in a way the Pentagon's procurement budget cannot.

Octavio ES

That's why navies are now looking for new solutions.

There are high-energy lasers to destroy drones.

Son más baratos por cada disparo.

They are cheaper per shot.

But they are not yet ready to use on all ships.

Fletcher EN

The laser defense systems are genuinely interesting.

The U.S.

Navy has been testing them since around 2014, the LaWS system on the USS Ponce.

But scaling from a test platform to fleet-wide deployment is a decade-long problem.

Octavio ES

Y mientras tanto, los hutíes siguen atacando.

And meanwhile, the Houthis keep attacking.

This is the fundamental problem: attack technology advanced faster than maritime defense technology.

Fletcher EN

Insurance markets figured this out fast.

War risk premiums for vessels transiting the Red Sea went through the roof in early 2024.

Some carriers simply refused to offer coverage at any price.

Octavio ES

And that's very important for Spain and Europe.

Many products that we import travel through the Red Sea.

Electrónica, ropa, materias primas.

Electronics, clothing, raw materials.

When insurance is more expensive, the final price goes up too.

Fletcher EN

The Indian flagged ship that just sank, fourteen crew members rescued, and that almost gets lost in the geopolitical analysis.

These are real people on these vessels, often from South Asia, often from the Philippines, working in extraordinarily dangerous conditions.

Octavio ES

Es verdad.

That's true.

The sailors on these ships are not soldiers.

Son trabajadores normales.

They are ordinary workers.

And they pay the highest price when armed groups decide to use the sea as a battlefield.

Fletcher EN

India is particularly exposed here.

They have a large diaspora working in merchant shipping, and the Indian government has had to navigate a genuinely awkward position, maintaining relationships with Iran and with the Gulf states simultaneously.

Octavio ES

Y el futuro es complicado.

And the future is complicated.

Because drone and missile technology is not going to disappear.

Other groups in the world can learn from the Houthis.

Pueden copiar sus métodos.

They can copy their methods.

Fletcher EN

That's the genuinely alarming part of this story, and it's why I said at the beginning that I couldn't decide if this was a war story or a technology story.

It's a technology story wearing a war story's clothes.

Octavio ES

Yes, and I think that's the most important thing to understand.

No es solo Yemen.

It's not just Yemen.

No es solo el mar Rojo.

It's not just the Red Sea.

It's a new reality: small groups with little money can have very advanced war technology.

Fletcher EN

You used a phrase earlier that I want to come back to.

You said the ship "se hundió", and you've said "se mueven solos" about the drones.

I know that construction, the "se" form, but I keep getting confused about when it's reflexive and when it's doing something else.

Octavio ES

Ah, buena pregunta.

Ah, good question.

En español, usamos "se" de muchas maneras.

In Spanish, we use "se" in many ways.

When I say "the ship sank", it's not exactly reflexive.

It's that the action happened by itself, without a clear agent.

The ship didn't sink itself.

Fletcher EN

So it's more like the English passive, but without the "was" and "by".

Instead of "the ship was sunk by something", you just say "the ship sank", and the "se" signals that it happened to the ship rather than the ship doing it.

Octavio ES

Exacto.

Exactly.

Y lo usamos todo el tiempo.

And we use it all the time.

"Se rompió la ventana." "Se cerró la puerta." En inglés dices "the window broke".

"The window broke." "The door closed." In English you say "the window broke." In Spanish you need the "se" to indicate the window didn't break by its own will.

Fletcher EN

Which means if I wanted to say "the drone moved toward the ship", I'd say "el dron se movió hacia el barco." Not because the drone is doing something to itself, but because the movement is its own action, with no external force mentioned.

Though given the context, something very external was doing the moving.

Octavio ES

Perfecto.

Perfect.

Sí, lo entendiste bien.

Yes, you got it right.

And it's very useful because with this "se" you can talk about things that happen without saying who caused them.

Muy conveniente para los políticos también.

Very convenient for politicians too.
